Kane (Steven Seagal) and his team are up against a new wave of criminals a society of people trying to organise and revitalise the ways of segregation who call themselves the 'New Hope.' With Radner on the case and undercover in the 'New Hope' compound, Mason has to keep the volatile Juliet under control after District Attorney Lisa Clayton (guest star Tia Carrere) fails to convict Kenneth a suspected serial rapist. The escalation continues when the team finds that Kane's former war veteran and sniper comrade Bird who is suffering from Post-Traumatic Stress Disorder is suspected of killing innocent people by way of sniper rifle. With the current political elections and the people of Seattle running scared Kane's team must keep it's cool even as the recent crime wave looks to be the bloodiest yet.

B gradish. Over-acting by females. No depth with most characters. What story line there was is poorly put together & poorly edited. I have watched others of this series and this is the worst. The others... watchable.

Steven Segal is I think past it and should really stop acting he was great in the past but now his movies are like "B grade" and nothing can pull it out of there
