Richard Briers (The Good Life) and Clive Merrison (perhaps best known for The English Patient (1996) ) are in this too. There are some good moments in this one. Just not enough......The complet-ist DW fan will want to see this one.... just don't pick it first.... Hex lives(!)

Sylvester McCoy was still finding his feet as the seventh Doctor, so this tale of terror in a galactic tenement block doesn't come across as strong as it should. In fact, all of the characters come across as annoying for most of the episodes. Just mix THE BILL with ON THE BUSES & you have the basis for the PARADISE TOWERS script. Unless a Doctor Who completest, avoid!
